Subjects- Fixation of initial pay in the Central scales where the State Governments retrospectively revised pay of the Government servants after they are absorbed by the Government of India.

Sir,
I am directed to invite a reference to this Ministry’s Office Memoranda.No.5(14)Est.III/51 dated 13.6.51, 8.1.51 and 10.5.52 and Office Memorandum No.14(17)Est.III/55 dated the 10th January,1956 relating.to scales of pay and allowances of staff of the former Part B and Part C States and States merged with Part A States fitted into appropriate grades in departments under the Government of India.

A case has arisen where an employee of a former Indian State was taken over by a Part A State and subsequently absorbed in a Central Government Department. The substantive pay of the employee was revised retrospectively by the State Government after the employee’s permanent_ absorption under the Government of India and the State Government also paid arrears for the period of the employee’s service under them. question arose whether in such a case the employee’s pay should also be revised from the late of his absorption in the Central Government and Arrears paid. The Government of India have decided that in such cases, the employee’s pay may be revised on the basis of the revised pre-absorption pay and arrears of pay may also be paid.
