OFFICE MEMORANDUM
Subject:-F.R.9(31)(b) – Identical scales of pay-.
The undersigned is directed to invite a reference to F.R.9(31)(b) in which it has been laid down that time-scales are said to be identical if the minimum, the maximum, the period of increment and the rate of increment of time-scales are identical.
2.A point has been raised whether pay scales which are identical in all respects excepting the efficiency bar should be treated as identical or not. It has been decided in consultation with the Comptroller and Auditor General that two time-scales should be treated as identified within the meaning of F.R.9(31)(b) even though the scales may differ in the matter of provision of efficiency bars
