OFFICE MEMORANDUM

Subject :- Central Civil Services (Revised Pay) Rules, 1986 – Grant of next increment in the revised scale to Group ‘A’ officers drawing pay in pre-revised scales having biennial increments.

The undersigned is directed to refer to Rule 8 of the Central Civil Services (Revised Pay) Rules, 1986, since extended to Group ‘A’ officers vide Central Civil Services (Revised Pay) Amendment Rules, 1987, which provides that the next increment of a Government servant whose pay has been fixed in the revised scale under Rule 7(1) of those Rules shall be granted, except in cases falling under the second proviso to Rule 8, on the date he would have drawn his increment had he continued in the existing scale. In this connection attention is also invited to recommendations contained in para 30.3 of Fourth Central Pay Commission’s Report which, inter alia, stipulates that the next increment in all cases may be given on the anniversary of the last increment.

2. The question as to the next date of increment of a Government servant who was borne on a pre-revised scale of pay having biennial increments and who opts for revised scale of pay, has been examined in the context of the above rule position. The President is pleased to decide as follows :-

(i)Where the biennial increment in the pre-revised scale to a Government servant was due for payment in 1986, it would be payable on the due date of 1986.

(ii)Where the biennial increment in the pre-revised scale to a Government servant was due for payment later then 1986, the increment would be admissible on the anniversary of the election for the revised scale of pay.

3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.
