7TH CPC – TERMS OF REFERENCE – LATEST POSITION
Dear Comrades,
VII-CPC – Terms of reference-
The members of the National Secretariat of the Confederation available at New Delhi met on 23rd Oct. 2013 and again on 24th October, 2013 to discuss and formulate our views on the 7th CPC terms of Reference. On the basis of the discussions, we prepared a draft terms of reference and submitted it for consideration of the Staff Side. The important points we placed in our draft for the consideration of the staff side were:-
(a) The Commission to examine the present structure of pay and allowances and suggest changes.
(b) To give effect to its recommendations from 1.1.2011 i.e. wage revision must be after every five years.
(c) D.A (50%) to be merged with pay with effect from 1.1.2011.
(d) To determine Interim relief taking into account the erosion in the value of wages over the years,
(e) To include GDS within the ambit of the 7th Central Pay Commission.
(f) To revise the retirement benefits and accord pension maintaining parity in quantum in respect of past, present and future pensioners.
(g) To extend the statutory defined benefit pension to those who have entered service after 1.1.2004.
(h) To settle the anomalies raised in various fora of JCM on a priority basis and within a specified time frame.
(i) To provide cashless/hazzle free Medicare to employees and pensioners.
The Government of India had convened a meeting of the Staff side representatives on 24.10.2013 to discuss the terms of reference. The meeting took place at 3.00PM on 24th under the Chairmanship of Secretary, Personnel. Besides the points mentioned above, the staff raised many other matters connected with the setting up of the CPC. viz. the inclusion of labour Representative as a Member of the Commission; the anomalous situation brought about by the Grade pay based MACP Scheme; the requirement of a mechanism to settle the 6th CPC related anomalies; the need to allow the proposals of Cadre Review to be examined by the Government independently without referring it to CPC; to have members in the Commission who have gained expertise to impart to the Commission the nuances and functional requirements of various Departments; to relook at the new Pay Structure brought in by the 6th CPC in the light of the experience between 2008 to 2013 etc. In conclusion the staff side requested the Government to provide it with a draft terms of reference taking into account the views placed by them. It was also proposed by the Staff Side that on exchange of the draft terms of reference prepared by the Staff Side and the Official Side, a meeting with the Secretary, Personnel and Secretary, Expenditure could be arranged to iron out the differences, if any.
The Staff Side met again on 25th at its office and deliberated upon various views presented by different organisations and finalised the draft terms of reference. We shall publish the said draft terms of reference as and when the same is submitted to the Government.
It is obvious that despite the unanimous position taken by all the organisations, the Government may not necessarily agree with many of the basic issues, viz. Date of effect, merger of DA, Interim Relief, Coverage of GDS etc. We appeal to our affiliates/ State COCs to continue the campaign amongst the employees to generate necessary sanctions.

Railway ministry clarified for admissibility of additional increment under proviso to rule10(revised pay)rules , 2008 As their clarification one year period is to be reckoned w. e. f. the date of drawl of pay at the maximum of scale and not from the drawl of stagnation increment as per their letter S No PC-6/296RBE No. 83/2012 No.PC-6/2010/1/6/2 New Delhi,18-07-2012 It is not issued by finance ministry Govt Of India yet Pl ask for it as it is a case of great injustice with seniors .

In my opinion the pay and allowances of the officers and other groups should not be kept huge differences in the 7th pay commission. Moreover in da increase every half year the multiplication factor to the basic pay also should be avoided . The market rate is equal to every customers

The GOI is in ending and making process. Politicians are puzzled. The consideration before the members of 7th CPC is already in talks. Complexion, Qualification based on nature of work , risk and condition of functioning, mental and physical must be in mind to decide remuneration. There must never exist any condition for frustration, disunity and unrest in employees/recruits and officers causing insubordination. Regards,

Clarificatin is given by railway ministry for additional increment on 01-01-2006 in revised pay scale for those who get stagnated on maximum of their pay scale for more one year that is one year will be calculated from maximum of pay scale not from stagnation increment but DOPT is not issued Pl ask for it.

why difference between a officer and a jawan in INDIAN ARMY INDIAN NAVY AND INDIAN AIR FORCE IN which basis gov has given 3times MSP to officer and a joining officer basic is 15000 and a joining basic of ajawan is 5200 . can round se officer has taken more payment kill first there after jawan

THERE IS A POST OF COMPILER IN DIRECTORATE OF CENSUS OPERATIONS ALL THE CAPITAL OF INDIAN STATE , GRAD PAY OF THIS POST IS RS. 2400 QUALIFICATION GRADUATE IN ECONOMICS, MATHMATICS, STATISTICS. HOLDING SAME QUALIFICATION IN THE NSSSO OFFICE ALL OVER THE INDIA , EMPLOYEES GET THE GRAD PAY OF RS. 4200. SHOULD THIS BEG DIFFERENCE BE IN MAINTAIN WHY.

A BSF JAWAN HAD TO BE ON BORDER FOR 18 HOURS PER DAY FOR WHICH ONLY 8 HOURS DUTY WILL BE COUNTED. NO OTA IS GIVEN FOR THE EXTRA DUTY . IN SOME CASES FOR ENTIRE DAY BSF PERSONNEL WILL BE ON DUTY BUT THEY WILL BE TREATED AS SCHOOL TEACHER WHO GOES TO SCHOOL AT 10 AM AND GET BACK AT 4 PM AFTER TAKING 3/4 PERIODS. APART FROM THIS 90% OF BSF PERSONNEL LIVE ON BORDERS WITHOUT FAMILIES AND WAIT FOR MEAGRE LEAVE SO THAT THEY WOULD MMET THEIR FAMILIES. BUT THE PAY COMMISSION TREAT BSF PERSONNEL AS CIVIL SERVENTS WHO AVAIL ATLEAST 180 DAYS DURING THE YEAR WHERE AS ONLY 60 DAYS LEAVE IS GRANTED TO BSF PERSONNEL.

At 6th pay commission grade pay fixed fromRs. 1800/- and then Rs. 100/- to be added to next promote grade that mean Rs.1900/-. Just only Rs. 100/- for his full retirement service to be serve. Yearly his/her increment only 3%. 6th pay commission make to central govt employees sad. 6th CPC fully waste. Wii make happyWaiting for 7th CPC hope full happy

Sir,
A huge gap between Salary and GP should be filled at a moderate rate(Especially for clerical category). Increment @ 3% should be enhance altest to 6%. DA & Transport Allowance should be exempted from income tax . Poor clerical category should be lift up because they are working throughout the year.

what is status of granting macp to employees retired between 1-1-2006–31-08-2008. same reply of moderation required is now not expected ,since it is long time i am getting same reply.
