Payment of DA to the CDA pattern employees of 69 CPSEs governed by HPPC recommendations

OFFICE MEMORANDUM

Subject: – Payment of DA to the CDA pattern employees of 69 CPSEs governed by HPPC recommendations.

The undersigned is directed to refer to para No. 2 and Annexure III to this Department’s O.M. dated 14.10.2008 wherein the rates of DA payable to the employees who are following CDA pattern has been indicated.

2.The DA payable to the employees may be enhanced form existing rate 80% to 90% with effect from 01.07.2013

3.The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4.These rates are applicable in the case of CDA employees, whose pay have been revised with effect from 01.01.2006 as per DPE O.M. dated 14.10.2008.

5.All administrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the Central Public Sector Enterprises under their administrative control for action at their end.

    Sir, I am having one query kindly give me the right direction.

    3. One employee of our unit was awarded punishment for withholding of one |Annual increment without cumulative effect, punishment was operated wef 01 jUL 2013.

    EMPLOYEE TO WHOM PUNISHMENT WAS AWARDED HAD EXPIRED ON 30 Aug 2013, HOW WE WOULD CALCUALTE HIS LAST EMOLUMENT.
    my plea is that if he alive then he would get two increment on 01 Jul 14. In this instance case his family would suffer whole life by approximately 250 rupees in basic pay.

    SIR , I want know for an employee who acquired disability during his service and become 90% disabled, his lower limbs are paralyzed due to gunshot injury at his home , some robbers comes at his for robbery , during robbery robbers had fired upon him in the year 2010. Since then his lower limbs from spinal cord are paralyzed. Presently having bed sores, etc
    After recovery from gunshot injury he become permanent disabled .He was referred to medical Board for access the Medical Board of Dr. RML hospital declare him permanent 90% disabled. As per disability act
    47. Non-discrimination in Government Employment – (1) No establishment shall dispense with, or reduce in rank, an employee who acquires a disability during his service:
    Provided that, if an employee, after acquiring disability is not suitable for the post he was holding, could be shifted to some other post with the same pay scale and service benefits:
    Provided further that if it is not possible to adjust the employee against any post, he may be kept on a supernumerary post until a suitable post is available or he attains the age of superannuation, whichever is earlier.
    (2) No promotion shall be denied to a person merely on the ground of his disability:
    Provided that the appropriate Government may, having regard to the type of work carried on in any establishment, by notification and subject to such conditions, if any, as may be specified in such notification, exempt any establishment from the provisions of this section.

    He is not able to do any work , also for his daily needs he is depend upon on others, but department wants from the employee to attend office on daily at office time and do some work after computing journey from his home approx 30 Km one way
    Kindly guide me, what is a supernumerary post , , Needs for daily attendace.
