
7th Pay Commission announced – Focus on 7th CPC
The central government today announced the constitution of Seventh Pay Commission which will benefit about 50 lakhs central government employees and more than 30 lakhs pensioners all over India.
The Finance Minister after getting approved from the Prime Minister announced the decisions. The recommendations of the 7th Pay Commission are likely to be implemented with effect from January 1, 2016.The Central Government constitutes Pay Commission every ten years to revise the pay scales for its employees and it is implemented with some modifications by some states. This announcement has created a joyous atmosphere among the employees and are eagerly waiting for its details.
50% DA Merge
From now, the longstanding question of merging 50% DA with the Basic Pay stands unanswered and the importance of it is slightly decreased.
Who will be the head of committee
Who will be the head of committee the employees are now awaits the announcement regarding who will head the constitution and its members.
Focus on 7th CPC
In VII CPC the anomaly committee should rectify all anomalies in quick time rather than taking long years.
The merger of 50% DA which was announced in V CPC was not mentioned in the VI CPC . But in VII CPC, employees are expecting the merger of DA and Pay revision in between 10 years.

sir , I have joined BSF in 24 feb 1997 in communication setup.According to 6th CPC MACP date should be in feb 2007 ,but MACP reflected in may 2009. Please tell me how do solve this matter?

1- MACP time period should be 8 yrs in the place of 10 yrs.

Qualification and Experience:
Qualification and experience has great value. Qualified and well experienced Indians after immigration to USA and other western countries work in low grade/waged employment.
I know many people. Once they got into foreign countries they immediately need any job and willing/forced to accept and do it because they have to meet both end. Why So? Because India has no opportunity for the well qualified and experienced? No. India has many, many opportunities, but fail to recognize their qualification, skill and experience. No appropriate promotional avenues created in the departments/establishments. Many low grade employments are accepted by qualified and experienced, skilled people in India too, because they need their living means.
Is India a poor country?No Never. India is very rich. India is a blessed country with all the valuable treasures hidden in. While the western people wear false/fake ornaments of fabric, plastic, fibre, steel, and gold plated, Indians wear rich ornaments such as pure gold of 22 to 24 carets, silver and other precious jewelry. And have other movable and immovable properties they hold but never declare. But, the poor are always poor, have nothing, and nothing even after they serve the country for 30-40 years. The rich add more riches and do not spare their share to the Govt. The highly qualified and employed in high posts are promoted more soon and so make multiples of what a poor employee make in the whole 30-40 years of service without any reasonable promotion though they gained experience from the past service. Promotions are made the birth right of OFFICERS. If an officer gets a promotion after 3-5 years the low grade employee also must get the same treatment of promotion after 3-5 years of service. If an officer gets FIVE or MORE promotions the skilled/unskilled also must enjoy that range of promotions during their entire service, the right to live with the same rain and shine under the sky should not be discriminated. All eat the products of the earth may he be President of the country, billionaire or a farm worker. Paddy/wheat/vegetable/milk/egg is not made separately for rich and poor, nor the Sun, Moon and stars shine differently for the human. The businessmen sell things at the same rate /price for richest and poor though the high officials and rich may get special gifts from different sources., but not the poor. A QUESTION MAY BE KEPT IN MIND “HOW CAN THE DISPARITY BE DONE AWAY WITH”? The poor too have hopes, desires and feelings and need achievements to improve, not to rise in the sky, but to live like other neighbors.
I served 34 (THIRTYFOUR) years in Central Govt Service, but still in the same plight,while my friends of equal qualification joined other service reached much better living standards. The needs/ necessities / requirements increased when time went, the pay and benefits also risen but did not compensate with the price hike in the market , leaving no savings not because I lived lavishly but because the erosion of market value which was not restored by promotions or sufficient rise in the wages. The fact should be studied from real experiences on floor and cannot find in comfortable/luxurious surroundings.
The makers of terms of reference for the VII CPC and the honourable Commission has to study the facts and sufferings of common employees in India. May it be happen.

Law, Criminal Procedure c Code, Indian Penal Code and all the rules and procedures of different establishments are equal and to be observed and followed by each person and employee of every department. Violations must be seriously viewed and disciplinary action should be taken, may it be Supreme Court Chief Justice or President of India or a Safaiwala or a Barber. Devayani Cobragade is not a silly or illitrate low grade or low waged employee of an undertaking or a private establishment. She is an honourable high grade employee (Official) represents the whole Indians., but brought great SHAME by her most silly action not expected of even from an illiterate and very low grade employee, a Safaiwala or a Barber.
Her action brought SHAME to all “IN DIA Ns” of the universe. Indian are the only one group of people spread over the entire universe; by its name ‘IN DIA NS” so it is named “Indians”. Is Devayani Cobragade to be condoned/excused/forgiven for her act of bringing SHAME to the Indians? Instead of taking disciplinary action for her nasty, shameless action, the Govt of India tried to cover and protect her and adjust her in alternate position. This is no justice. The news spread in every ‘di dia’ of the universe. Is it a ‘fame” or greatness expected from a highly respectable representative of India employed abroad? (USA). While high grade salary is recommended for the employees of
Govt of India the VII CPC is expected to recommend serious disciplinary action on such violators of law and order of the country. Steal ONE penny (Naya Paisa) or millions of Dollars (Rupees) is equal “stealing” violation of the law, which is punishable equally.
Law do not allow anyone be condoned in consideration of the amount one steal, but to punish for the action of violation of the law. Murdering an infant or a grown up adult both are murder. Yes, action is ‘murder’ and i punishable, may the murderer be Supreme Court Chief Justice or President or an illiterate poor person. Honourable Mathur Saab is a retired Justice of Supreme Court so needs no explanation what is to be recommended about discipline of Govt employees. Good behaviour and respect to the country as a patriot is expected while wages/salary/pension is received from serving and retired people.

The honourable Justice Mathur Saab the Chair person of the 7th CPC knows “delay is denial of justice”. The hungry needs food and drinks, the sick needs medicine and treatments, those wandering needs roof/shelter to rest and save from the extreme conditions of weather and climate; all necessaries are equally required by all living creatures, specially humans, at the RIGHT TIME of its need. It cannot help once he/she is finally given the last rite. Humble request to the VII CPC, as well to the Govt of India, is to let the NEEDY, the employees and the pensioners, receive their privileges and rights at the right juncture of its need and may not wait till the service of last rites.
I/We expect and pray for completion of its recommendations within the stipulated time limit and sanction by the Govt, as early as possible, with necessary interim assistance/reliefs at the moment the honourable Commission may justify.
“A wise mother never waits for her baby to cry to serve” needs no more emphasis, still
this cry is before the VII CPC, with hopes that this will knock open the sympathetic corners of the heart to draw magnanimous attention while the recommendations are drafted.

Vote? For who do we vote? Why do we need service of politicians over 65 or 70 years old?
Why not cut down /reduce their salaries like pensioners receive. At the verge of their retirement the pensioners get considerably very low income what they were earning while in service at the age of 55, 58 or 60. The politicians if at all elected and serving after the age of normal age for retirement of employees must be paid a salary compared to the rate of retired employees (pensioner) may earn. Unless the politicians/leaders/rulers face such problems they do not understand the problems faced by the pensioners/employees after retirement with their meagre pension to uplift their family and self settlement. “Only the hungry man knows the hunger of the hungry”, though the politicians/leaders never face hunger but should learn a little about after the age of 55, 58 or 60 years of age. We need young blood to rule the nation or race the age of retirement and as well race the pension of the low grade employees to bring atleast/near at par with the other buyers who served the nation with comfortable/luxury life in one and the same weather/climatic condition for the same hours without any labour/sweat. Even the officers cadre of Indian Govt do nothing other than like a signing machine, enjoy coffee/beverage and smoke while the clerk/skilled worker do all brain braking and physical work making his blood and sweat together. The brain of the poor/low class is better used in the administration & function rather than the high officials draw high salary and perks pretend to be burdened with high responsibilities.
Let the low class, serving and retired, be compensated with a better wage and pension restructure if the 7th CPC is composed with highly matured and honored human representatives of common people of India, though they may be rich “KAROD PATHIES”, that is the NATURAL JUSTICE , our honourable Justice may consider during the sittings of the 7th CPC Our welcome & regards to honourable Mathur saab as Chairman of the CPC always go all the way till the conclusion of its recommendations.

When any CPC is composed it should consider all the recommendations of previous CPCs. It should necessarily look into the recommendations which have not been accepted by the Govt. A CPC is ordered by the Govt for recommending changes in the pay structure and benefits of employees and pensioners after careful studies and when it do so the Govt has to accept and approve all of its recommendations. Unacceptance or denial of any of the recommendation is dishonoring the CPC, means dishonoring the Govt itself.
No Govt of any political party should wait for the pressure from employees organisations or any unions or political parties to compose/order a CPC. It should automatically be done as an election is ordered automatically when a position falls vacant. The CPC should include in its recommendations to order the next CPC either at the eighth year or when the rate of DR/DA reach above 80% which ever occurs earlier.
Fixed Medical Allowance sanctioned in 1997 is still not paid to large number of beneficiaries especially pensioners for the reason no declaration and undertaking is submitted by them to the PDA. The pensioners do not even know about such an allowance has been sanctioned by Govt as the PDA never inform the pensioners about such a requirement. The allowance so recommended and sanctioned should automatically be paid to the pensioners those live in cities/towns where no CGHS facilities is provided by the Govt. The pending payments should immediately be paid without any undertaking and declaration after verification of the residential address of the pensioners. Need to be considered by the Govt forthwith and by the CPC for its recommendations.
A main humanitarian consideration is invited to a new point. All employees irrespective of their qualification and status of the employment earn pay/wages/salaries and allowances for the period of their length of service. All buy things of their need from the market/stores/shops at the same price/cost. Those earn more save more. But what about those earn very less; they are left with no savings. This disparity should be done away with. A poor, I mean a low income employee should also have the right to have a better living , nourshment to their family and children, better education and a better job for their children. While the employees get many allowances the pensioners are left with only their pension when they have increased responsibilities to manage own old age living, uplifting of their children, education, marriage and self settlement after retirement. It is expected that CPC may consider improvement to the pay structure
of the low class employees as well the basic pension for the pensioners to reduce the gap of high salaried and low waged employees as if they have to buy same stuff /material from the same market at same cost/price;though CPC or any Govt cannot bring socialism so soon like a night mare/dream comes true. But it is true that both low
grade employees and high served the nation with their physique and time equally for same length of time. The low paid low grade employees did hard work physically under different climatic conditions converting their blood to sweat while others spent their time under comfortable roof and air conditioned rooms with advanced facilities. Both are human but one category is considered otherwise and let to suffer. This nature of living and work for living ,and living after retirement should receive humanitarion considerations for the CPC has a big role.

Had general elections to lok sabha and States are conducted every four years, as in USA with two party system and President or Prime Minister is elected directly by the pepole,(voters) it was better and the employees and pensioners were benefited to get some short of enhancement in money. But there is no scheme for those who are residing out side the CGHS areas though 5th and 6th CPC recommended for their medical treatment. Why the Govt is not considering all private hospitals recognized for treatment to ex-servicemen too eligible for central govt pensioners?
