No merger of D.A. but seventh pay commission likely this year
According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.
The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it’s recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation.
Most significantly, in the eve of general election, the Govt. may spread a “feel good” situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand.
After formation of seventh CPC, if the ruling party fails to come back in the corridors of power, the entire liability will have to be borne by the new Govt. So, it’s a win win situation of the ruling party and most likely, it will be announced in the later half of the year.

7th pay commission is to be constituted this year itself to give a great relief to the central employees especially those pay has been put in a bad shape without looking into their seniority etc. Great anomalies to be wiped out by formation of 7th CPC without any further delay. Govt. should have thought of it much earlier and acted accordingly.
Merger of 50% DA also should be done simulatneously especially when price rise is going to sky level give pain to middle class central employees to run their family. Since govt. may not have any control on market mechanism but they can give some monetary comfort in that way.
Retirement age also to be enhanced. Now even at the age of 70 people of india are working smartly. Govt. employees can do had work even at the age of 70. Average life expetectancy is increased in many folds. So it is need of an hour.

Central govt employees and its pensioners are always dreaming for FA, CPCs etc. But nobody says for freezing of prices of all commodities, drugs and so on. Take during the internal emergency, by Smt Indira Gandi ji the prices drastically came down. That is the best governance. But no politicians like such situation. They want corrupted money plus salary and perks.

13th Central Finance Commission suggested that the this time no arrears of P&A.
If the govt wants to set up 7th CPC, it is the right time now. The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed in the 3rd quarter of this year, there will be sufficient time to call for information and finalize it’s recommendations to the Govt. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may cause no arrears of P&A. It will not effect the fiscal situation of the state.
