In continuation to this office earlier circular no. Pay/Tech-II/04/2012/20 dated 08/10/2012 it is brought to your notice that it has been decided to maintain status quo with regard to payment of wages as per the upgraded Grade Pay of Rs.4600/- to the MCMs who are in receipt of MACP-III, upto December 2012, payable in January, 2013.
Recovery from the beneficiary employees may be kept in abeyance till such time necessary clarification is issued from this end.

Please refer to this office letter of even No. dated 26.08.2011 & 12.12.2011 wherein it was clarified that the IE who becomes MCM before 01.01.2006 is eligible for 3rd MACP in the Grade Pay of Rs.4600/-
Now, MoD ID.No. II(5)/2009-D(Civ.I) dtd 23th July, 2012 received under HQrs. Office letter no. AT/11/187VI CPC/orders/Vol-V dtd 23/08/2012 (copy enclosed), stipulates that Financial Upgradation under MACPS in respect of Master Craftsman (MCM) will be in the same grade pay of Rs.4200/- as that of the promotional post of Chargeman, citing reference to Para8 of Annexure I of DOP&T O.M.No.35034/3/2008-Estt.(D) dated 19/05/2009 which provides that promotion earned in the post carrying same grade pay in the promotional hierarchy as per recruitment rules shall be counted for the purpose of MACPS/
It is, therefore, requested to implement the ibid MoD Order allowing Grade Pay of Rs.4200 instead of Rs.4600(as admitted vide this office letter of even no. 26/08/2011) to MCMs who got 3rd MACP upgradation and resultant overpayment, if any, may be recovered.

Subject:- Restructuring of Cadre of Artisan staff in Defence Establishments in modification of recommendations of 6th CPC – clarification regarding.
On restructuring of the artisan staff in Ministry of Defence as per letter No.11(5)/2009-D (Civ.I) dated 14.6.2010, clarifications on the following points have been sought from DOP&T:-
(a) Whether financial upgradation to the eligible Master Craftsman will be in the same Grade Pay of Rs.4200 or to the Grade Pay of Rs.4600 as per the hierarchy of the Grade Pays;
(b) Placement of Highly Skilled Grade as Master Craftsman prior to 01.01.2006 shall not be counted as promotion for the purpose of MACPS.
2. DOP&T have clarified the points as under:-
(a) Para 8 of Annexure I of DOP&T O.M. No.35034/3/2008-Estt.(D) dated 19.5.2009 of MACPS provides that promotion earned in the post carrying same grade pay in the promotional hierarchy as per recruitment rules shall be counted for the purpose of MACPS. Financial upgradation under MACPS in respect of Master Craftsman will be in the same grade pay of Rs.4200/- as that of the promotional post of Chargeman.
(b) ACP/MACP Schemes have been introduced by the Government in order to mitigate stagnation faced by employees due to lack of promotional avenues. Financial upgradation under ACP/MACP Scheme cannot be more than what can be allowed to an employee on his normal promotion. It may be clarified that placement of Highly Skilled Grade as Master Craftsman prior to 01.01.2006 is to be treated as one promotion for the purpose of MACP benefits.
