Non-Functional Upgradation & MACP scheme to General Cadre Officers in BSF

BSF General Duty Cadre officers are not deprived of any admissible financial benefits or promotional opportunities/ career progression available to them. Promotions being vacancy based, are given to the eligible officers only on the availability of vacancies. As such, there has not been any acute stagnation in career progression of General Duty Cadre officers.

The Central Armed Police forces (CAPFs) including BSF officers have not been denied career progression and benefits of non-functional financial upgradation.

Consequent upon the acceptance of the recommendations of the Sixth Central Pay Commission, the Govt. issued orders in 2009, for non-functional upgradation for the officers of Organised group ‘A’ Services and also a Scheme i.e. Modified Assured Career Progression (MACP) for grant of non-functional upgradations to all other Central Government Officers/employees.

IPS officers are from Organized Central group ‘A’ Service, whereas BSF and other CAPFs officers are not organized Group ‘A’ Services. Therefore, different schemes, as mentioned above, are available to IPS officers and CAPFs officers.

This was stated by Shri R.P.N.Singh, Minister of State in the Ministry of Home Affairs in written reply to a question by Shrimati Jaya Bachchan in the Rajya Sabha .
