The critical factor for implementing the 7th CPC was to get the hike and the associated benefits from the day 1, however in the current situation there is no difference between the 6th CPC implementation and 7th CPC implementation. The reason is because in the 6th CPC the hike was given but the allowance arrears was not provided and it currently happening in 7th CPC as well.
The way 7th CPC was effect from 01.01.2016, we expected to get the hike and the allowance from July’16, however only basic arrears was given in July’2016. By delaying the decision to implement the allowance recommendation there is no much difference between 6th CPC and 7th CPC as of now.
