many anamolies are there in each PC. Before looking at for redressing the dt. for next PC is fixed and the focus is on the new one and the anomolies are left untouched or on paper only.
My pay protection on revision ( the only issue) in ICF recommended for is left unnoticed . The case was identified on repeated appeal and a thorough analysis was done (from 2003 to 2009) justified and recommended for a favourable order that too based on Rly. Bds order. I have retired in 2010 and is still appealing for justice..
The difference in Pay alone is around 2 lacs. with settlement and pension difference to follow. .
In addition MACP is advanced to 2006 leading to one more increment annually followed by salary, settlement and pension difference..
Both the admin and Board silently ignoring my repeated appeals.
will any one further guide me or render justice to me?

Sir,,, for switching in 7th cpc revised option will be submitted or not after getting macp which deptt declare after 7th cpc notification,, i.e. after getting macp it has found that previous option to opt 7th cpc wef 1.1.16 is not beneficial to me,, i want to opt 7th cpc wef my macp IInd date instead of wef 1.1.16

I,Sri Pradip kumar Paul. retired on 31.07.2010 as Chief Loco Controller from Metro Railway, Kolkata,At that time my Basic Pay was 33230 +30% Pay elements as per RB order.On 6th CPC my pension fixed on 21600. As per 7th CPC my pension fixed on 55512/-.But Metro Railway authority could not disbursed my Revised pension 56200 till 23.08.2018. Our one colleague, Mr. T.K.Nath retired ob 31.12.2012,he received revised pension from April’18. When I asked Metro Authority why you will not sanction revised pension, they there was no order issued by Railway Board. RB issued Letter on 13.11.2017 regarding Pay Elements of running stuff.

If you are getting D.R. as per the 6th CPC it will be revised, (not as 7th CPC rates as at 7% as on 1/1/2018.)

sir, i was transferred to lower post from GP 4200 to 2400 on oct 2015 and my basic fixed as pay ban 9710 + 2400 and differences Rs. 1800 in personal pay head as per FR 15 (a). after implementation of 7th cpc my basic was fixed 31400 in L4 and Rs.1800 not count for fixation in 7th cpc. in similar case my junior also got transferred to lower post on aug 2016 and his pay was fixed as 36400 in L4 and differences pay Rs. 100 in personal pay head. before transfer his basic was 36500 in L6.
he is junior to me in both condition and i am also earned a more increment to him in higher grade and his present basic is more than me, which is not justify.
now, what can i do for equal basic / more basic to him?

i had get near about 270rs night allowance as per 6pay but after 7 pay it will be near about 200rs. i think pay commission is to raise the allowance but first time allowance are downgrade any solution for that

SIR.I havebeen given MACP GP5400 .At the time my designaton was Asst div mech eng.. On completion of my tenure in Assistant officer grade [6 years} i have been given up gradation from PB 2 to PB 3 ie Grade pay 5400
as same as MACP. Should i been given one increment for changing from one pay scale to other(9300-34800 to 15600-39100). PLEASE reply my doubt is reasonable.thanks.

A Gr C RUNNING CATEGORY STAFF ABSORBED INTO NON-RUNNING CATEGORY, has his pay is re-fixed with existing pay + 30% of existing pay as a norm.
A. The element of +30%, however has not been proportionately downsized commensurating with NEW Pay scales of absorbed non-running category staff and ‘ ADDRESSED LIKEWISE HRA WHICH WAS DOWNSIZED FROM 30% TO 24% IN THE 7TH PC’ .
B. The absorbed non-running category staff also continue to draw Average Loco Kilometres which otherwise is admissible for running staff only.

Sir, I have been transferred to Guwahati from Delhi in August 2013, my family was staying at Delhi and I am getting HRA for Delhi and that was fixed, what I was getting at the time of my transfer. I have allotted Govt accomadation in Guwahati. As per 7th pay commission officials who joined after 1/1/2016 will be getting HRAof old station from revised rates from1/7/17. What about those who joined or transferred befor 1January 2016.

If you are having in government accommodation, H.R.A question does not arise.. If you are given HRA it will be recovered from the date of your occupation in government accommodation.

I have been seen that All Pay band initial scale has not tallied with previous level, but PB-2 level 6 to 8 initial scale have been tallied with last level. Please confirm, that if level has been changed why initial scale has not been changed. ie, if I am promoted in level 6 to level 7 my pay to be fixed with one increment ie 46200×3%= 47600 and level changed from 6 to 7. but I have not any benefit of level change which is another level change benefit of scale. Please reconcile all level and focus of that due to loss of some individuals.

Sir I am in Pay matrix 7 As per 7th CPC recommendations and authorised for journey by Air on LTC. It is not confirm that the travel is allowed only by Air india or Indian Airlience or other private airlience. It is confirmed that the travel is allowed in economy class but by which airline.

Present govt has deprived off all his lagitimste dues and rights jawans have been given as additional weight age in service while jcos depriv d of the weight age given in the past I e 5 years to all. Jawans retire at 15 to20 years get full pension with weihhtage an ample opportunities of re employment but do the jcos have been deprived of 5 years weight age ave given I in past such opportunity of re re employment while retiring at 50 plus age. Jcos rank is main link between officers and jawans and are true commanders of fighting forces during war and insurgency operations. I have been selected & promoted as Staff & Welfare inspector in Railways on 14 July -2017
My basic in July-2017-34900/-
After promotion my pay has been fixed at 36500/- as per 7cpc pay matrix
since no option for me to continue my pay in pre revised pay scale of 6th cpc.
I have been promoted from 2800/- to 4200/- as per 6thcpc pay scale.
If option would be permitted by 7thcpc in pre revised pay scale upto date of promotion- i.e upto 14.7.17
Basic pay-1.1.16 9760+2800/=12560/-
1.7.16.Incrememt 12560+380=12940/-
1.7.17 Increment. 12940+390=13330/-
DOP 14.7.17. 13330+400+1400=
15130/-
If opted to select 7th cpc from Date of promotion
Rs15130 X 2.57=39900/-
Thus a difference 39900-36500=3400/-
Sir it the verst anamoly of 7th CPC for those who promoted from GP 2800/- to 4200/- after date of notification 25.7.16
When 7th cpc notification effected not every one is aware of such hidden anamoly in it and give option anticipating future promotion and all above calculation.
It will take me three years to reach my basic 39900/- thus loss of three years and simultaneously loss of 3400/- per month.
It is clear case of injustice and inequilaty between employees who are promoted after July 2016 i.e date of notification and many has to suffer just like I am suffering with pay inequality which will have long term adverse effect.
Please take our anamoly to committee and resolve it as early as possible..

Sir, I am working in an autonomous organisation. Govt. has notified extension of 7th pay commission benefit to autonomous bodies in January 2017 but, benefits are applicable wef 1-1-2106.
I will be retiring in 30 June 2018, I get my Annual increment on 1 July. But on retirement 30 June, 2018 will be last day in office, as my birthday is 1 july. My last salary will be 30 June, 2018 salary. I have a question whether my pension will be calculate on the basis my June 2018 salary or after giving me 3% increment then calculated.
Person who’s birthday is on 2 July, 1958 will get retire on 30 July,2018 . He will get one month salary also his pension will be calculated on the basis of July month salary because increment credits ion 1 july, 2018.
I heard in 7th Pay recommendation increment will be given on two time one is on 1 Jan and on 1 july.
Please confirm can I change to 1 Jan,
I got my promotion on 30 dec 2015 and increments on 1 july 2016 as increment was given on 1 july 2015.

Sir, I am working in an autonomous organisation. Govt. has notified extension of 7th pay commission benefit to autonomous bodies in January 2017 but, benefits are applicable wef 1-1-2106. Subsequently MHRD accorded its approval for extension of 7th pay scale benefit to our employees. Our office has asked to submit option for fixation of pay. I have opted that pay may be fixed from the date of my promotion in December 2016 when I have promoted from the post of Under Secretary GP 6600 to the post of Deputy Secretary GP 7600 . But our accounts department states that I can not opt from December 2016 i.e. from the date of my promotion because the Government of India has notified 7th pay commission befits to central Govt. employees in June 2016 so that after June 2016 Promotee can not opt for benefit from the date of promotion and it is not a matter when these benefits are extended to autonomous bodies by GOI i.e in January 2017.
Please apprise me whether I can opt 7th Pay commission from the date of my promotion in December 2016 or not. If yes, Rule position in this regard.

I would like to draw your kind attention towards the anomaly in Transport Allowance in Seventh Pay Commission. I Sushil Kumar employed in Govt. of NCT of Delhi as a Nursing Attendant since February-2001. On 01.07.2016 I was getting Transport Allowance @7200/- per month as I am a physically handicapped person so I was getting double Transport Allowance of Normal rates i.e. 1600/- per month as details given below
1600+1600+125%DA= 7200/- per month
On 01.01.2016 my basic pay was Rs. 8410/- + Grade pay Rs. 1900/- As my basic pay was greater than Rs. 7440/- therefore I was eligible to draw Transport Allowance Rs. 1600/- per month & I was getting the same.
Now according to the seventh pay commission my Transport Allowance became very less i.e. Rs. 2808/- (1350+1350+4%DA) which is not fair & that is a major anomaly that my T.A became lesser then I was getting.
Therefore It is my humble request to get rectify this anomaly in the favor of all Govt. employees employees similar to me.

I retired on 31.10.1992 as Deputy General Magar Ordnance Factories Min.of Defence.At the time retirement my basic pay was 4950 .As per 6 th c.p.c my pension was fixed at Rs 23050.The same was revised upward based on CAT recommendation and court ruling to effect parity in pension between seniors and juniors to Rs 24195.This revision has not been taken into account in any of the circulars.
Further in the Govt notification for level 13 officers the mulplication factor to be 2.67 instead of 2.57 which has also appeared in any notifications

Sir, I am an ex. Emergency commissioned . I retired on 01/ 10/1995 from NCC as whole time officer. As per 5th PC my basic was 13100+1600 = 14700 /- another 1600 as rank pay has to be added to this pay ,so my basic pay comes to 14700+ 1600 = 16300/- PM .( this has got reference to Maj. Dhanpalan case ) As per the Concordance tables dated 16 July 2017, above pay scales qualify for PB – IV , but I have been placed in Pay band – III, which is highly incorrect,. My PPO No. C/CORR/MISC/000044/2015 dated. 19/11/2015. Even ,if I am treated as def. Civilian, I still qualify for PB – IV. As per my appointment letter , my emoluments are to be governed as per SAI 9/S/74 subject to deduction of Rs. 50/-per month due to the abolition of special disturbance w.e.f 1st Jan, 1973..
I would there for request that I should be placed in PB- IV ,as per the above quoted concordance tables. It is long out standing injustice , being meted out me . with regards and hope for justice and fairplay.

Sir LDC n MTS who were getting TPTA 1600+ DA ( more than 3500 as per 6TH CPC) as their basic was crossed 7440. Now as their fixation has been done in level 1 or 2 , their TPTA will be 1350+ DA i.e 1404 .. Why so? This is totally injustice.

Section Officers who just completed 4 years service in the grade just before implementation of 7th CPC Pay rules have been placed in Level-10 of Pay Matrix (corresponding to 6th cpc Non-functional scale PB-3, GP 5400). Their Section Officer colleagues who were just short of 4 years have been fixed in level-8 (corresponding to GP 4800).
2. Now for same Section Officer post, there are two different pay Scales, i.e Level -8 & Level-10.
3. And as the time passed, many of the Section Officers who were little shortage of 4 years, have completed more than 4 years of services in the grade now.
4. Since, matter of Non-functional up gradation in pay scale is silence in the CCS (Pay) Rules,2016 with regard to the Section Officers, it therefore requested to clarify that (i) the Section Officer who completed 4 years of service after implementation of 7th CPC rules will not be given level-10 ? (ii) Can there be two different levels in pay matrix for same post ? Please help

The similar case with me I was grant 2nd MACPS on 01.04.14 as grade pay of RS.2800. subsequent I was promoted to the post of OS with grade pay 4200 or level 6 wef Apr 17. Now my pay is being fixed as per 7th CPC where they upgrade me from level 5 to 6 i.e 40400 in level 5 to 41100 in level-6. where as as per macps govt was promised to grant difference of grade pay i.e 2800 to 42oo Rs. 1400 will be granted on actual promotion. As per this 1400×2.57 =3598 to be increased.

Sir,MACP Rule No.35054/3/2008-Estt.(D) dt:19-5-2009 Annexure-I Sr No.4 Extract is :
3. Benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the scheme. Therefore the pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion if it is in the same grade pay as granted under MACPS. However, at the time of actual promotion if it happens to be in a post carrying higher grade pay than what is available under MACPS, no fixation would be available and only difference of grade pay would be made available.
4. Consequent upon the implementation of Sixth CPC,s recommendations,grade pay of Rs.5400 is now in two pay bands viz.,PB-2 and PB-3.The grade pay of Rs.5400 in PB-2 and Rs.5400 in PB-3 shall be treated as separate grade pays for the purpose of grant of upgradations under MACP Scheme.
I got 3rd MACP in NOV-2015. in PB-2,9300-34800,Pay fixed for MACP..Later in Feb-2016 got actual promotion to PB-3,15600-39100.For this no fixation as it is MACP case only pay fixed after 7th CPC on 1.1.2016 Rs.77900 (level-9) is not in level-10 so the next figure is 80000. This must be given as per the above MACP Rule . As usual office granted Annual increment on 1.7.2016.This was objected by one PAO stating FR.26 Rule.After fixation of 80000 six months not completed so annual increment will be on 1.1.2017.Promotional post level in 7th CPC matrix is 10.It is MACP in Nov-2015 and promotion in Feb-2016 so for actual promotion without giving fixation only pay of promoted post is given.This is as per MACP Rule without any deviation. Without pay fixation will FR.26 application is genuine. Pay fixed in Nov-2015 to 30.6.2016 is 8 months.
If FR.26 is valid then MACP followed by promotion time what should be given for promotional post pay. If Pao is correcet then the employee because of promotion has to lose increment on 1.7.2016.In this case Modified Assured Progression scheme will turn as Modified Assured Suppression Scheme.What is the correcet procedure for MACP in Nov-2015..Actual promotion in Feb-2016.For promotion what should be given and what will be lncrement date. Without fixation anybody can apply FR.26 Rule.Comment please.

I Retired on 29th Feb 2016 and entitled for revised pay scale by multiplying basic pay (Rs. 58750 + Rs. 10000 GP= 68750) by 2.57.
It comes out Rs. 176688 and fitting in matrix table it is Rs. 177400 ( thus Pension is Rs. 88700).
Had I been opting for VRS in December 2015 my notional fixation of pay would be Rs. 193800 (having 10 increments) then my pension comes out Rs. 96900.
It is a loss of Rs. 8200 ( Rs. 96900- 88700= 8200) in pension.
This is because the revised notification of 7th CPC came late now in May 2017 for revision of pay w.e.f. Jan 2016 and I lost the opportunity of opting for VRS in December 2015.
This anomaly is in the sense that two persons of the same cadre having same pay in same pay scale and one retiring in Dec.2015 and another retiring in Jan/Feb 2016.
Please check this point and allow me to modify my option for availing VRS to my benefit.

I am central govt emplyee in ministry of science and techonolgy. My basic was Rs 12,250 + 2800 on 31st Dec. My MACP was due on 01-01-2016 for Grade Pay 4200. How my fixation will be done?
Will i be fixed on basic of 31-12-2015 or 01-01-2016.
Will New basic be calculated by multiplying with 2.57 on 31-12-2016 or by 01-01-2016.

In terms of 2nd proviso of Rule 10, of the Sixth Central Civil Services (Revised Pay) Rules, 2008 “where an employee reaches the maximum of his Pay Band, shall be placed in the next higher Pay Band after one year of reaching such a maximum. At the placement in the higher pay band, benefit of one increment will be provided.” Whether the employee will get annual increment after providing stagnation increment in terms of In terms of 1st proviso of Rule 10 of the Sixth Central Civil Services (Revised Pay) Rules 2008 as on 01.07.2016 before placement under Seventh Central Civil Services (Revised Pay) Rules, 2016.

Promoted to MACP II with effect from 24/07/2016 but the promotion memo dated 22/12/2016 was received some were in February 2017 and I could not give beneficiary option for the 7 CPC and now my department is refusing to take the revised option which will benefit me with Rs 2900/- in basic. My basic pay in the month of July 2016 was Rs 17260/- Please guide me for fixation of my pay as per my colleagues as their basic is Rs 50500/-and my basic is Rs 47600/-we all are of 1996 batch.

My basic pension in 6th CPC is at minimum of the scale is 12600/- as per 6th CPC OM dated 28.1.2013. After adding Dearness relief as on 1st Dec.2016 Total pension works out to 23041/-. This because I am an PSU absorbee getting 1/3rd Restored pension which is 7291/- on 1.1.2006 with DR on full pension i.e. 12600/-.
On multiplying this by MF 2.57 as proposed in place of 2.67 given in Matrix my Full pension works out to be 2.57×12600= 32382/- rounded to 33850/- in the said PA Scale 15600+ 6600 GP on 1.1 .2017.
If I go by OPTION-I, I earned 8 increments in my 4th CPC scale on account of promotion after 5 years and earning 5 increments in the previous grade before promotion and 3 MERIT increments on promotion. By rejection of the OPTION-I, I have been put to a great loss of Rs7800/- (41330-33850). Where 41330/- is 50% of the PB+GP (15600+6600) after adding 8 increments in it.
Thus I have been put to a great loss by rejection of the OPTIO-I which was the only salient feature of the 7th CPC. With implementation of this option OLD/Seniors were give a chance to cover the loss suffered by such senior/Old pensioners in every CPC recommendation.
In vie of this I may humbly request GOVT. and authorities dealing with may kindly reconsider the same in view of the shock given to such seniors/old pensioners which may be few in numbers.

After 7th CPC implementation my basic was fixed to ₹ 71800/- for GP 6600/- from Jan 2016. I promoted from GP 6600 to GP 7600 on 01 St July 2017 and basic payment was fixed on 78800 this is first scale of 7600 GP. As per 7 CPC I should get annual increment on 01 St Jan2017. But it has been denied by my organisation. They are telling 01 increment has been on 01 St July 2016 and my basic changed from 71800 to 74000 but I was promoted hence it was fixed to 78800. I want to raise the query that suppose Mr. X joined on 01st July 2016 with 7600 GP and his basic pay will be fixed 78800 then he will getannual increment on 01 St Jan 2017 and he will exceed me in my salary while one govt rule he will be always junior to me as my services is more. Please clarify the case

6th Pay Commission has recommended grant of pension at 50% of last pay drawn from 01-01-2006. Prior to this pension was caluculated on average emolum,ents of preceding 10 months of date of retirement. This has resulted in descremination to pensioners retired prior to 01-01-2006 recieving less pension than those retired after 01-01-2006 with same pay. Example- personer retired on 31-01-2006 with pay of Rs..17650/- receives pension at 50% 0f 17650/- = Rs.8825/- while pensioners retired on 31-12-2015 with pay of Rs.17650/- or 17900/- receiving pension on average emoluments besis less than 8825/-. This is injustice needs to be rectified by granting pay at 50% of last pay drawn to those affected. Particularly those who retired in 2004 and 2005 are affected.- K G Deshpande .

7th Pay Commission Recommends that on reaching DA to 50% and 100% HRA rates also to be revised to the rates recommended by the Commission. The inflation benefits should also to be given to pensioners.
As such DA 50% or 100% should be merged for grant of all allownaces
including DA. DA merged should be treated as DP(Dearness Pay) as in the past.

7th CPC should equally be applicable to BSNL pensioners including figment formula since they are C G pensioners for all purposes expect the they are paid and retired from IDA scales which was granted to them on their migration to BSNL a converted organisation DOT. There pension paid from Consolidated Fund of India like all CG pensioners. BSNL is abGovt. Of India enterprise and Union cainet also accepted in July 2016 that payment pension is he responsibility of GOI and hared of pension exenditure also annulled. By 2024 before next PRC in 2027 all DOT absorbees will be reiring. Then what is the status of PRC of CPSEs.

I want to know if a simple teacher or accounts assistant has simple graduation qualification with grade pay of Rs 2800 ,, so why this step-motherly attitude with kpo’s serving inTransport deptt with extra qualification of one year diploma. and now I am going to be retired from Transport Deptt. service in the length of service 29 year 8 month pleae tell me I am elegible for the 3rd MACP or Not

The 7 pay commission raised limit of Gratuity from Rs 10 lakhs to Rs 20 lakhs. Officers who retired upto Dec 31, 2015 were paid gratuity Rs 10 lakhs and those retiring after this date are being paid Rs 20 lakhs.
Also:
Officer retiring after Jan 1, 2006 got gratuity Rs 10 lakhs. In 2016 its value is just about 1/3.
A proper limit on gratuity would have been Rs 10 lakhs and an increase of Rs 1 lakh every year. Government should pay the Gratuity to all employees in a reasonable manner and not with sudden jump of Rs 10 lakhs,
