The Ministry of Railways has directed the Centre for Railway Information Systems (CRIS) to provide access to view finalised Tender Committee Proceedings (TCPs) in pdf format with log-counts to Senior Deputy General Managers (SDGMs) of all Zones without any further delegation. The directive has been issued to enable Preventive Checks/Investigation of specific complaints on e-tenders by the Vigilance Department. While all the documents pertaining to tendering including finalised TCPs are available in digital form in IREPS (Indian Railways e-Procurement System), access to view finalised TCPs was not available to vigilance officials. The Ministry has requested CRIS to take necessary action and submit a compliance report within a month.

With the introduction of IREPS, entire process of tendering is being done through IREPS. All the documents pertaining to the tender including finalised TCPs are available in digital form in IREPS. Tender history of the finalised tenders can be seen from the “e-reports/ tender history” of IREPS. However access to view finalised TCPs is not available to vigilance officials.
Accordingly, based on a reference received from South Central Railway, the issue has been examined by vigilance Dte in consultation with Member(O&BD) and it has been decided that the facility of view option of ‘Tender Committee Proceedings(TCPs) after finalization of tender in pdf format with log-counts may be provided to SDGM’s of all Zona! Railways (as per their jurisdiction) without any further delegation to enable Preventive Checks/Investigation of specific complaint on e-tenders by Vigilance Deptt.
In view of the above, it is requested that the needful action may be taken and a compliance report in this regard is communicated to Board’s office within one month positively.
