Reg : Injustice done to Railway’s Loco running staff retired between 2004-2006
Sir,
With effect from 1.1.2004. 50% DA was converted as Deafness pay. On this DP, DA as well as 30% running allowance also was admissible to Railway’s Loco running staff.
For revision of pension as per 6th CPC Dearness pay was considered as DR i.e. to 24% DR as on 1.1.2006, 50% DP was added to bring it to 74% to this 12% element of DR on DP was added to make it 86% alter adding 40% fitment benefit. multiplication factor of 2.26 was arrived at for updating existing pensioner of 5th CPC to 6th CPC as on 1 .1.2006.
Though because of treating 50% DP as DA no disadvantage occurred to Civil Pensioners other than Loco running staff of Railways as DR element of 12% was accounted for. Unfortunately, Railway’s Loco Running Staff Pensioners retired after 1.1.2004 but before 1.1.2006 suffered lifelong loss at 15% in their pension/family pension as element at running allowance on DP was not considered. In their case the multiplication factor for revision of Pension as per 6th CPC accepted recommendations should have been 2.41 instead of 2.26 i.e. 2.26 +15% element of running allowance on Dearness Pay.
In the light of above explained fasts. Bharat Pensioners Samaj Federation of Pensioners Associations appeal to you to direct concerned authorities in Railway Board to review and do justice to Railway’s Loco running staff Pensioners.
