Can anybody confirm with relevant rule that a pay when fixed to a 4th CPC scale, such fixed pay cannot be reduced if that CPC scale gets revised at a later date?

To have more clarity, let me put my question differently.

My pay was 640 in pay scale 425-15-500-EB-15-560-20-700, before implementation of 4th CPC.

After 4th CPC my pay 640 got fixed to 1900 in 1400-40-1800-50-2300.

Later this scale 1400-40-1800-50-2300 was revised to 1640-60-2600-EB-75-2900.
My pay 640 was re-fixed on to this scale 1640-60-2600-EB-75-2900 and the pay reduced to 1880 from 1900.

Is it permitted under the law, or should it have been fixed to 1940 in 1640-60-2600-EB-75-2900?

While equating pension with the new Pay Scale, Number of increments are proposed to be taken into consideration. But for pre-January 1996 retirees from SAG there were only 4 increments in the grade 5900-6700 and and there was a provision for Stagnation increment of Rs.200/-P.M for each 2-year period of stagnation. One could draw only 4 increments for reaching the top of the scale. In the corresponding 7th. Pay commission pay scale there are more than 10 increments before one reaches the top of the pay scale. Therefore instead of increments, number of years spent in the previous pay scale-from which officer/employee retired should be taken into consideration.
I retired on 31st January 1995 as Executive Director Planning from Railway Board and my last pay drawn was Rs.6900/- including Stagnation pay of Rs.200. I had stagnated for three years at the top of Pay Scale:5900-6700.
