  2. Sir 2011 i was working as Head Clerk in 5000-8000 on Adhoc basis and I have not able to exercised the option under Rule 1312. After that I have been promoted and regularised as Welfare Inspector. since I have changed the promotional cadre can I will be entitled for option from the date of adoc promotion of Head clerk taken.
    Kinldy advise whethr I can exercised the option from date of adhoc promotion.

  3. Sir I am working in class IV & I was granted only one MACP w.e.f.01.09.2008 from GP 1800 to 1900 and my fixation was done as per MACP & till date i am drawing the same pay. But Now I DRM has regularised/promotion in GP-1900 w.e.f 17.08.2012.
    Kinldy advice me how my pay will fixed as on 17.08.2012 the illstrution in detail.

    I pramoted as PA on 7/3/2022, past increment of postman is jan, pls suggest me which was i agree to take my next pay fixation in July or jan, which one is benifit to me pls……

    • If pay in MATRIX LEVEL changes give July increment option, then you’ll get 2increments on 7/22 in same MATRIX LEVEL & DNI on 1-7-23 stage pay in equal or higher in next higher MATRIX of and also 3rd fixation in service. If it is same MATRIX LEVEL in both the designation no fixation only designation changes higher.

    1. I joined in the post of Library & Information Asst. (LIA) in pay scale of Rs.5500-9000/- and got my 1st ACP in the year 2001 to the scale of Rs.6500-10500/- [post of Asst. Library & Information Officer(ALIO)].
    2. After 7th CPC the scale was placed in Level -7 with GP 4600/-.
    3. I received my 2nd MACP on 04.05.2009 (joined on 04.05.1989) by upgradation to Level 8 with GP 4800/- (My pay was Rs.16900/-+GP Rs.4600/- on 03.05.2009).
    4. I was promoted to ALIO (Lev.-7) from LIA (Lev.-6) on 11.03.2014 in Level 7, GP-4600/-.
    5. I got my 3rd MACP on 04.05.2019 by upgradation to Level-9.
    6. I have been promoted to Library & Information Officer (LIO) in Level 10 on 25.10.2019.
    My question is:
    i) What will be my present pay after promotion on 25.10.2019?
    There are discrepancies in my pay fixation and I will be highly obliged if you please help to calculate my present basic. My superannuation date is on 2022 and my office is now claiming that there is overpayment due to my pay fixations at different times and no pay fixation has been done on last promotion till date.

    • It seems as per your pay scale joined service treated of GRADE PAY 4200 as 1st ACP (one additional increment in that scale) on completion of 12 years service treated GP 4600, 2nd ACP was on completion of 24 YEARS from 4-5-1989 (one addition increment in that scale) treated GP 4800 and 3rd MACP on completion of 30 years as GP 5400. It is correct. in service only 3 upgradation of basic pay. You are not eligible promotion on 25.10.2019. You will get in the 7th CPC Matrix Level 9 of your last basic pay as on superannuation date on 2022 & 50% as Pension.

  6. Sir I am working in level 5 GP 2800/- after getting benefit of MACP(one increment given in MACP for next GP). On July 2019 I had BASIC 44100 and promoted on 21.1.2020 in Level 6. What will be beneficial for me to fix the promotion on DNI i.e. July, 2020 or Jan. 2021(shifting increment to Jan). Further to this I got MACP in GP 4600/- on 16.01.2021. Suggest for next fixation Month also Jan/July.

    • Give January increment option so from 1-7-21 as 45,400 & DNI on 46200 in MATRIX LEVEL 6. Next MACP is not eligible only for the completion of 30th year. MACP is given only those who are not got promotions in between every 10years, On the basis you will get in between 21 to 30years.

Sir I joined in DRDO as Tracer Rs260 scale in Mar1979, 1980 direct recruited again JSA II inRs380 scale in the same dept, 1981 direct recruited again as JSAI in Rs425 scale, 1983 direct recruited again as SSA in Rs550 scale, In 1988 my scale is stepped to Rs830 scale in the same post. 1995 the scale redesignated as Tech officer A. In 2001 promoted to Tech officer B and retired in the same post in july 2015. Pl clarify my MACP fixation

    • Mention your basic pay as on date ? Anyhow will have to given option for January increment from 1-1-22 if you’re not getting promotion inbetween 17-9-21 with very good bench marks 3 years record.

    Sir if the ‘A’ post is abolished then persons who held in A post How can they placed into B post

    QUESTION

    It is treated as : promotion or upgraded or placed or other words ????

    BACKGROUND

    A post filled through DR mode (85%) & DP mode (15%)
    AND ALSO
    criteria for promotion from A to B is

    (a) 2 years regular service
    (b) 2 Years Diploma in foreign language

    -; Now A Post is abolished :-

    * All above criteria for filled up the post , now through B Post in proposed RR

    * But A post not yet placed into B post due to foreign language criteria not fulfill by individuals
    * user Dte agree to give relaxation to all A persons who not holding language criteria to place into B post in one go (without language)
    * Language required now in B to C post in proposed RR (which is fwd by user Dte)
    * for DR candidate in B post, Language criteria is Desirable it is further required for next promotion i.e. B to C post
    * User Dte have no objection to abolished A post persons to placed into next higher post without language in one go

    In which way I can get B post ???? Please give suggestion ?

    Question is : persons who still in A post and they are not fulfill the criteria (i.e Language) :
    How they can placed into B post

    It is relaxable or not
    It is counted as Promotion or Placed or upgradation ???
    Two promotion and Two ACP/MACP already got
    3rd MACP due in July 2023 (I am eligible for this or not)

    • What is your joining basic pay & pay scale of 5th CPC & latest basic pay in. which MATRIX LEVEL in 7th CPC.? On th basis 3rd MACP & latest 3 years APAR very good bench marks it will eligible. If you’re in HAG Scales for them no more MACP Scheme.

        • You give option increment from January so you will be getting normal increment on july 2019, from January 2020 in same MATRIX LEVEL & from January 2021 onwards in higher MATRIX LEVEL cell of basic pay stage.

  10. Sir
    I am AAO in Accounts and was promoted as AAO in 1995(level 8), got two MACP by 2016(level 9 on completion of 12 years and Level 10 on completion of 20 years of service as AAO). Now new order is issued on Nov 2019 for merger of AO & SAO (LEVEL 9 and 10) and allowed MACP at Level 11 to those AOs /SAOs who has completed 20 years and Level 12 to those who completed 30 years service/10 years service after promotion as AO/SAO whichever is applicable according to Level.
    However, I did not got promotion for 26 years and promoted just now as SAO.(L10). But pay fixation not allowed and my pay is as usual. Earlier, I have also been denied 2nd MACP which I claimed on the ground of merger of Level 9 and 10.
    Whereas, one officer junior than me in Audit( other sister office) who was promoted as AO (Level 9) just before November 2019 was initially allowed Level 10 on 2019 November (due to merger of L9 and L10) and given MACP on Level 11 on 01.01.2021 (on completion of 20 years) and allowed pay fixation.
    Is the action taken by both authority is correct. Kindly clarify.

  12. Dear Govt Collegues,
    I got Adhoc promotion to 6600/- from 5400/- on 25.6.2018.
    From 25.6.2018 my pay is 67700/- (with no increment. I am still on post discharging duties for the post of 6600/- as an ADHOC promotion, which I got every year i.e. 25.6.2018 to 30.4.2020, then again order came for adhoc on same post for 1.5.2020 to 30.4.2021.
    On 25.6.2018 my basic was 59500, on 25.6.2018 it was 67700/- (1st level of 6600/-) and then it is same till now.

    Can anyone please suggest me what should be my increment amount as on 1.1.2021, based on the Govt order. Request you to quote Order/OM no please.

  13. Increment January 2018 in MATRIX LEVEL 5 is good (so including 7/2017) & DNI JANUARY 2019 in MATRIX LEVEL 6. As per your basic basic on 4/17 plus the increment in matrix level stages and fixed of your basic pay located at stage in matrix Level 6 next stage of increments onwards.

  16. My date of promotion is 1/4/16. Please intimate whether i can continue in the VCPC upto the DNI (1/7/16) and get my pay fixed after availing annual increment.

    • 6th CPC (grade) was benefited. Because it will be given grade pay increased from 1-7-16. In 7th CPC you will get increased basic pay only from 1-1-2017. Moreover you have to refund your old 6th CPC pay.

      • Sir, I disagree with you. As per Explanation No. 1 under Rule 5 of RPR 2018, the option to retain the existing pay structure under the provisos to this rule shall be admissible only in respect of one existing Pay Band and Grade Pay or scale. As such, If you take Mr. Jayachandran case (i.e. promotion on 01st April 2016), he was drawing grade pay of Rs.2800/- for the period from 01st Jan 2016 to 31st Mar 2016. On 01st April 2016, he was promoted and grade pay of Rs.4,200/- was applicable. If we apply the above mentioned RPR 2016 provision in his case, he can retain the grade pay of Rs.2800/- only. As such, he is having a option to switch over to RPR 2016 either w.e.f. 01st Jan 2016 or 01st April 2016 and certainly not from 01st July 2016. Accordingly, 2nd option calculator (i.e. Option 2 (7th CPC fixation as on 1 Jul, 16) is not correct. Kindly confirm my views, after going through the RPR provisions. It is only for enlightening me not otherwise. Thank you

        • As you said 1-4-16 it is applicable upto 31-12-2015 but after the upgradations of basic only of 2nd January to 30-6-16 promotion will not count from that it will consider from July 16 option. If the upgradations of basic pay from 2-7-to 31-12-16 it will be considered in January 2017 only as per the 7th CPC Rule. More over after the report dated 25-7-2016 as matrix table stage basic pay not in GP. that to with individual option 6th CPC or 7th CPC. As

            Case is like this:
            Basic Pay as on 31.12.2015 – Rs.12,440/- + Grade Pay @ Rs.2,800/-
            Date of Promotion is w.e.f. 01.04.2016.in the grade pay of Rs.4,200/-

            Date of switching over to 7th CPC is available for him either from 01.01.2016 or from 01.04.2016.
            And not from 01.07.2016, as per Explanation No. 1 under Rule 5 of RPR 2016.

            I have given the authority for non availability of option to switch over to 7th CPC w.e.f. 01.07.2016, wherever promotion/MACPS has been taken place during the period from 01.01.2016 to 30.06.2016.

            If you have any specific authority for switching over to 7th CPC w.e.f. 01.07.2016, Kindly provide us, which will be helpful and beneficial to many of us serving in Central Govt.

  17. I Have Undergone Superannuation Retirement From Service On 31.01.2020 And My Pay On 2015 Was 11250 With 2800 Grade Pay, My 3Rd Macp Granted On 31.01.2016. During My Retirement The Pay Was Fixed At Rs 43600 By Department Under 7Th Cpc. Is It Correct Or Otherwise ? Please Guide Me.

I my officer just now the announced and finalized the 7th Pay UGC pay scales. I am Assistant professor and become Associate professor.     • If your MACP is on 26-9-2016 no charge in basic pay if already fixed. Mention the basic pay as on 31-12-2015, I will reply to your answer as on pay of 1-7-2019.

  22. I hv taken 6th cpc benefit on 6.1.07 i.e. from the date of 2nd ACP in the old scale of 7450-275-13500 with minimum of the basic rs.7450/- how to fix the pay on 6.1.07 and on 1.7.07

      • Correction : As per 6th CPC as on 1-1-2006 is 7450.+ 4600 = 12000, as on 1-7-2006 12000 × 3% = 3600 = 15600 & as on 1-7-2007 15600 + 3% = 4680 = ₹ 20,280.. Please check up normally ACP will be given one increment given in the same scale not you mentioned as next promotional stage. ACP & Promotion are different. If it is lower scales calcule basic pay plus GP 4200 of 3% as on 1-6-2006, basic pay plus 3% as on 6-7-2006, increment on 1-7-2006 total pay plus 3% and increment as on 1-7-2007 total basic pay plus 3% i.e. your basic pay inc!luring grade pay 4200 only not in the promoted scale as you mentioned.

    • There’s no option for Promotions & monitory benefits of basic pay, only designation changes higher, since no pay scales for the posts. In completion of 10 years as MACP upgradrations of basic pay for that the option can be given.

  25. I joined esic RO Mumbai as LDC 5.6.1979, regular on 10.6.1980. 1
    1) Promoted on 26.3.1984 as UDC advoc/officiating and. 2) regular on 14.10.1996.
    2). Promoted. ASSISTANT. (Ad-hoc). on 30.5.2003 and regularised on 1.8.2007. 3rd MACP FINANCIAL UPGRADATION awarded with effect from 5.6.2009. The 2nd FINANCIAL UPGRADATION under MACP SCHEME may be granted wef 5.6.1999 as the 20 years service1 completed and due with reference to DOPT OM Dr 19.5.2009 illustrations on page no.10 under 28 (B). Accordingly 3rd MACP FINANCIAL UPGRADATION granted on 5.6.2009 may please be revised.

    • Yes absolutely you are correct, if you are not got 3rd basic pay fixation. If you are in service you are eligible with your very good bench mark if you are retired before that not eligible.

  27. As per MACP policy, govt ensures minimum and maximum 03 upgradations to an employee throughout his full service career. As regards to regular promotions, one can earn even more than 03.

    I would like to draw your kind attention for considering me for the grant of 3rd MACPS . My service details as mentioned below:
    1. 14.6.1984 to 2.11.1988 : LDC on regular basis

    2. 25.8.1989 to 21.11.1999 : Stenographer Gr.III (Regular)

    3. 22.11.1999: stenographer Gr.II (upgradation)

    4. 25.8.2009 – MACPS SECOND UPGRADATION (9300-34800
    )+4600/-
    (on completion of 20 years of service in the same grade)
    5. 19.12.2011 – Assistant Accountant (promotion) (9300-34800)+4600/-
    (No pay fixation was made as the grade pay of feeder post and the promotional post was one and the same)

    Kindly clarify me whether my 2nd MACP would have been on 01/09/2008 i.e. from the date of of implementation of MACPS and 3rd MACP will be on 01/09/2018.

    • Your first Promotion as steno. Iii, second as Steno. I. What about Steno Grade II…….? That was treated as total 3 promotions/upgradrations. Counts from GP 2400 to 2800,2)) 2800 to 4200, 3) 4200 to 4600.. So no MACP. till retirement.

  30. My colleague was appointed in 1985 got first promotion in 1993 then given up gradation in GP 6600/- as per HC orders then 2nd ACP on 1..9.08 in GP 7600/-. What will he entitled to grant on completion of 30 year i. e 3rd MACP in 2015?

  31. Sir, i have been appointed direct as UDC on 13/4/1981 and then i have been promotion as Asstt thru deptl exam 13 aug 1987. I opted for VRS from 23 march 2003 after completion of 23 yrs. Whether i am eligible 2nd MACP (10,20 and 30 yrs service ) from KVS which is automonus body.

    • This is to inform you that MACP was started from 1/9/2008, previously ACP Scheme was 12/24 years, between first Promotion you got, within 24 years second ACP before that you have completed Service in 2003.

    Postal Assistant on 24-01-2004 .Date of effect given by
    Postal department on
    16-02-2014.My grade pay fixed Rupee 2800/-.
    I had retired on 20-02-2016.
    Now in my twenty years service I get one MACP only.
    What is the reason I was not
    receive grade pay II -Rupee
    4200/-,in my twenty years service.
    Please inform me how get
    second MACP 4200/-Grade pay.

    • MACP SCHEME started from 1/9/2008, so you are eligible for MACP II on completion of 20th years on 1/9/2018 of. Scheme, not your services from joining duty.

  35. I was promoted by departmental examination i.e on merit test 28.10.2005 from extra departmental category. Thereafter I again promoted by the departmental examination on 11.01.2011. As per rule of 20-27/2015-SPB-II ,AM I illegible to my first MACP that was due on Oct’2015, Please help me .

    • No. MACP Scheme is only those who are not got Promotion for every 10 years from 1/9/2008 as upgraded Grade Pay in 6th CPC & MATRIX LEVEL CHANGES IN 7th CPC. since there will be no scale of pay and promotions benefits respectively. Only designated changes.

    • Since you are got first promotion, 2 & 3 MACP upgradations will be on the date of completion every 10th & 20th years respectively next MATRIX LEVEL changes in terms of “VERY GOOD BENCH MARK” .

    • Since you have got the first promotion within 10 years of service, your 2 & 3 MACP UPGRADATIONS will get from the date of joining duty on completion of every 10th year i.e. after 20th & 30th years you can get upgradations by changing next level of matrix in condition of “VERY GOOD BENCH MARK”.

      I was awarded with senior scale with GP Rs 4800.without increment under chatopadhya commission
      My basic pay on 01/01/2016 Rs25050/-
      On surplus condition i am redeployed as chief office superindent.on13/7/2018noting in that orders pay will protected as per codal manual.
      At this context
      1.Am eligible under MACP rules.
      2.Now I am in 4800 GP,i have completed 31 years of service.
      3.will i get 5400 GP.
      4.if so from what date?
      5.what will be my new basic pay

      • It seems to be you crossed from GP 2400 to 2800 as first promotion, 2800 to 4200 as second promotion, 4200 to 4600 as third promotion 4600 to 4800 as 4th promotion. Those who are not got promotion of 12 years they are eligible as first ACP from 9/1999, then 1/9/2008 it is was as MACP (those who are not got the promotions of 10/20/30 years ). In view of the above you got 4 promotions within 31 years so you are not eligible for GP 5400 Level 9 in 7th CPC. Up to retirement you are getting increments in level 8 only.

  46. I was appointed as Finance Officer in the scale of pay Rs. 3000.4500 on 8.12.1994. through open competition in an autonomous scientific research institute of Mini. of Environment & Forest.. Through proper channel against an open advertisement I was selected as Finance & Accounts Officer in other autonomous organisation under Department of Sci. & Technology GOI on 2.07.2001 without any break in service. my pay was protected in the same scale of Pay. My previous service was counted for all the purpose. After completing 12 years of service on 8.12.2006 I was allowed 1st ACP. from the grade pay of Rs. 6600 to 7600. As per MACP I have completed 20 years on 8.12.2014 in the grade pay of Rs. 6600 & 7600. Kindly clarify wether I am entitled for financial upgradation to the Gradr Pay of Rs. 8700.

  47. My salary was fixed at rs 49000 as on 1.7.2016. My pay as on 1.1.2016 was rs 14070 GP 4200 as per Macp.
