OFFICE MEMORANDUM
Subject :- Fixation of pay of incumbents of posts under the Rehabilitation Ministry on appointment in other Departments of the Government of India under ‘Exception’ below F.R.22.
The undersigned is directed to say that the Govt. servants employed in the late Ministry of Rehabilitation (now Deptt. Of Rehabilitation) and officer attached and subordinate thereto have been/are being provided for in posts under other Government Departments. As there were no permanent posts in the Ministry of Rehabilitation, the benefit of service rendered by such persons in that Ministry is not admissible for fixation of pay under clause (iii) to proviso (i) of F.R. 22 on their subsequent appointment in other Government Deptts. The question of granting them such benefit under the Exception to the proviso ibid has been examined by this Ministry.
The President is accordingly pleased to decide that the posts in offices attached and subordinate to the Ministry of Rehabilitation (now Deptt. Of Rehabilitation) as detailed in the enclosed statement should be considered to have been created for the purpose of work of the same nature as the ordinary work for which permanent posts, on identical scales, exist in a cadre under other Department of Government of India.
This declaration issues in consultation on with the Comptroller and Auditor General of India in so far as it may affect persons serving in the Indian Audit and Accounts Departments.
